BENCHMARKING/CAPABILITY BUILDING ACTIVITY OF THE PUNONG BARANGAYS OF NUEVA VIDA, BOHOL

Activity Design

I. RATIONALE

The barangay is the smallest political unit in the country. It has the distinction of being the only local government unit that exercises executive, legislative and judicial powers and functions as provided in RA 7160. This placed the barangays in a strategic position to perform the critical role in policy-making, planning and delivery of basic services and facilities, administering barangay justice system and building partnerships with the various stakeholders working within the locality.

Consistent with the belief that growth at the barangay level is essential in nation-building and considering that barangays are vital partners of the national government in the pursuit of development, there is a need for the gaining of learning and insights of Punong Barangays as prime mover and managers of the barangay. There is a need for them to interact with fellow officials and learn from their experiences and best practices in order that such best practices and experiences can be replicated if doable in the barangay. Thus, this Benchmarking/Capability Building activity.

II. OBJECTIVES

Generally, the activity would capacitate the Punong Barangays for their vital role in governance through benchmarking and on-site visits. Specifically, the activity would enable the Punong Barangays to:

• Gain insights on innovative programs and projects implemented by other LGUs that can be replicated;
• Have a venue for interaction with other barangay officials for the best practices on barangay governance;
• Promote social, cultural and political exchange and tie-up with other LGUs;
• Foster unity and solidarity with other LGUs in the pursuit of effective management capabilities in local governance and decentralization;
• To assess the extent and progress of the implementation of RA 7160 in their respective barangays through benchmarking.


III. METHODOLOGY
The activity would employ on site visit, interface, lectures/discussion, and observation tour.



IV. PARTICIPANTS
The activity would be participated in by the thirty-three Punong Barangays of the municipality of Nueva Vida.


V. DATE, VENUE AND POINT OF DESTINATION
The benchmarking will be conducted on July 5, 2010 in the selected LGUs of Luzon, specifically in the following areas with the following points of interests: agriculture program, entrepreneurship,


VI. BUDGETARY REQUIREMENTS

Meals and Accommodation -

The expenses to be incurred shall be sourced out from the barangay funds. Each Punong Barangay shall be allocated the amount of php 20,000.00 for meals, accommodation and transportation expenses.
