DETAILS of the DISQUALIFICATION CASE filed against Mayor SERGIO G. AMORA, JR.

Highlights on the disqualification case filed against Mayor Sergio G. Amora, Jr., to wit:

• Sangguniang Bayan Member filed a case with the COMELEC on March 5, 2010; through his counsel Atty. George Erwin M. Garcia, seeking the disqualification of the Mayor Sergio G. Amora, Jr. in the May 10, 2010 National and Local Elections.
• The said case seeks to disqualify the candidacy of Mayor Amora for the mayoralty of Candijay, Bohol on the ground that Mayor Amora’s Certificate of Candidacy (COC) is allegedly null and void because the latter only presented his Community Tax Certificate rather than a competent evidence of identity to the Notary Public.

I. RATIONALE

The barangay is the smallest political unit in the country. It has the distinction of being the only local government unit that exercises executive, legislative and judicial powers and functions as provided in RA 7160. This placed the barangays in a strategic position to perform the critical role in policy-making, planning and delivery of basic services and facilities, administering barangay justice system and building partnerships with the various stakeholders working within the locality.

Local Governance Performance Management System (LGPMS) Version 2

The enactment of Republic Act No. 7160, otherwise known as the Local Government Code of 1991 (LGC), ushers in a new era in Philippine local governance. The major policy shift from centralization to decentralization has resulted in a substantial devolution of powers and responsibilities to Local Government Units (LGUs) unparalleled in contemporary Philippine central-local relations.

The System on Competency Assessment for Local Governance (SCALOG)

The System on Competency Assessment for Local Governance (SCALOG) is a self-assessment tool created and developed by the Department of the Interior and Local Government (DILG) through the Bureau of Local Governance Supervision (BLGS) as a complementary tool to the Local Governance Performance Management System (LGPMS). While the LGPMS measures the Input and Output in the delivery of basic services, the SCALOG assess the Throughputs or process with the rationalization thrust on capacity building on the human capita to address competency gaps.
