Local Governance Performance Management System (LGPMS) Version 2

The enactment of Republic Act No. 7160, otherwise known as the Local Government Code of 1991 (LGC), ushers in a new era in Philippine local governance. The major policy shift from centralization to decentralization has resulted in a substantial devolution of powers and responsibilities to Local Government Units (LGUs) unparalleled in contemporary Philippine central-local relations.

Local Governments (LG) play a crucial role in nation-building. Their being close to the people makes it imperative to get them involved in facilitating national efforts in countrywide development. To make them effective partners in the promotion of local autonomy, community empowerment and economic recovery, the National Government (NG) must necessarily provide the administrative machinery to strengthen or improve their administrative, fiscal and technical capabilities. Local government administration at all levels (i.e. Province, City, Municipality, and Barangay) requires appropriate assistance and interventions to help them improve their performance of their mandated duties and responsibilities for which they are accountable to their respective constituencies.

It is in this context that the Department of the Interior and Local Government (DILG), through which the President delegates the exercise of general supervision over local governments by virtue of RA No. 6975, must assist local authorities in order to respond more effectively in addressing the needs and aspirations of their communities. By implication, the Department assumes the lead role in the formulation and implementation of national laws, policies and standards concerning local government operations including the development of local government capabilities thereby ensuring efficient and effective performances of prescribed powers and functions.

Guided by the above-cited provision of law, the Department has developed the Local Governance Performance Management System (LGPMS) Version 2 which is a self-assessment and management tool for LGUs to help them identify development gaps for appropriate executive and legislative actions. The LGPMS version 2 is a consolidation of various performance assessment mechanisms for the last 20 years, developed and managed by the Bureau of Local Government Supervision (BLGS). It is a web-based system that has the ability to produce information on the State of Local Governance Performance, and the State of Local Development, using governance and development indicators.

This strategic and pioneering initiative brings to the fore the urgency of building a culture of performance which is highly essential in an environment of local autonomy; the imperatives of local government decisions and actions based on an organized, almost-real time information; and the exigency of revisiting the prevailing thinking in central-local relations. Admittedly, the LGPMS version 2 is a tool of choice for decision makers particularly those in the government sector.

In July 2010, the new set of local elective officials in the May 10 elections will assume office. Thereafter, these Newly-Elected Officials (NEO) will soon formulate their Executive-Legislative Agenda (ELA) which is a planning document that is mutually developed and agreed upon by both the executive and legislative departments of the LGU. As a plan, the ELA embodies the strategic direction of the LGU all throughout the entire term of office of its elected officials which shall contribute to the realization of the LGU’s long term vision. It is through the full utilization of the LGPMS results and information that the Local Chief Executive (LCE), Sangguniang Bayan Members (SBMs) and various stakeholders can better list down priority programs, projects, activities, policies and implementing mechanisms to be pursued by both the executive and legislative branches of the LGU.

It is important to note that a credible ELA cannot just be based on the limited perceptions and biases of a handful of decision-makers. It is not a mere wish list of Programs, Projects and Activities (PPAs) that only boost the names of the incumbent elective officials for their individual gains and advantage; rather, a good ELA is anchored on the real needs of the local community through development programs that are realistic, doable and sensible to the actual needs and aspirations of the constituencies. Utilization of the LGPMS data reports and information is imperative from problem diagnosis to solution to action.

The LGPMS version 2 offers a lot of benefits. With reference to local governments, it improves management and operations, it suggests ways to provide high quality public services, it improves planning, budgeting and the rational allocation of resources, it stimulates innovations and it strengthens the norms of transparency, accountability, equity and participation. More importantly, the use of the LGPMS ensures a more focused vision for the future.

It is hoped that the findings of this undertaking will make a positive contribution to effective and efficient administration of local government affairs by the incoming set of local elective officials. And it is equally hoped, much less desired, that this study will help increase citizen’s awareness in their role in uplifting the socio-political condition in the municipality. The MLGOOs further desire that the findings of this study will help promote citizens participation in local planning and decision-making processes, most especially in ELA and Comprehensive Development Plan (CDP) formulation.

Building the bridge to the future of local governance and autonomy is enshrined in the underlying principle of the LGPMS. This is indeed a significant and timely contribution to the Department’s continuing efforts to enhance the quality of local governance in the country.
